Chandani Flinn - Executive Director
Chandani Flinn came on board as STAR/PAL's Executive Director in February, 2005. Chandani graduated with Honors from UC Berkeley in 1993 with a Double Major in Legal Studies and Political Economy as well as a Minor in Rhetoric. In 1997, she received a law degree from the UC Hastings School of Law. Chandani comes to STAR/PAL after seven years of prosecutorial experience as a Deputy City Attorney in San Diego. For five years, Chandani served as the Mid-City Neighborhood Prosecutor, during which time she was awarded the "San Diego County Peacemaker Award" as well as named "Prosecutor of the Year," and subsequently selected as one of San Diego Metropolitan Magazine’s “40 Under 40.” Chandani greatly enjoys traveling, visiting with family, learning about wildlife, watching movies, exercising, and having fun with friends. Tom Miller - Program Director
Tom has been with the San Diego Police Department since 1986 and is currently a STAR/PAL Program Director. He has worked several assignments within the department such as: Special Enforcement Division, Tac Bikes, DARE, and Juvenile Services. Tom is currently working on getting his Bachelor Degree in Criminal Justice after transferring from MiramarCollege. Tom oversees STAR/PAL's Deep-Sea Fishing Trips, Chargers Junior Training Camps, KIDZWATCH Academies, Padres Rookie Clinics and Summer Baseball/Softball Leagues. Edwin Garrette - Program Director Coordinator
Edwin has been with the San Diego Police Department since 1999 and is currently a STAR/PAL Program Director . He was previously a member of the SWAT team for three years and worked Juvenile Services for a year within the department before coming to STAR/PAL. Prior to working for the San Diego Police Department he spent two years working as a Juvenile Probation Officer with the San Diego County Probation Department. Lanae Gutierrez - Program Director
Lanae Gutierrez is a STAR/PAL Program Director and has been an officer with the San Diego County Probation Department since 2002. Lanae's background includes Juvenile Institutions and Special Assignment to the EMJDF Transition Team. Additional experience includes event management, diversion program director and 13 years of community service for at-risk youth. Lanae is currently in her senior year of her Bachelors Degree in Criminal Justice. Lanae currently oversees STAR/PAL programs "Kids, Cops and Cameras", "Girl-E"; and "Tickets for Kids". Aalke Heuvelman - Youth Center & Community Outreach Coordinator
Aalke Heuvelman is the Youth Center & Community Outreach Coordinator at STAR/PAL at our facility overseeing onsite programs, partnerships and volunteers. She originally is from the Netherlands and moved to the United States to pursue a college degree. While at San Diego State University, she was an active member of the San Diego State International Community. She also graduated with honors with a Bachelor's Degree in Communications, with an emphasis in advertising and a minor in Spanish. In her free time she likes to spend time with friends and family. Carlos Amezcua - Program Director
Carlos has been a police officer with the San Diego Police Department since 1996 and is currently a STAR/PAL Program Director. Prior to joining the police department, Carlos worked two years for the San Diego Sheriff’s Department as a Correctional Deputy. Since joining the police department he has been assigned to the Crime Suppression Team and the Juvenile Services Team. He was a D.A.R.E. instructor and one of a few officers teaching the Elementary School Safety Program in Spanish. Carlos has dedicated his career to improving the quality of life of the children in the County of San Diego. His work in the community was recognized by the National Latino Police Officer’s Association in 2005 when they named him “Latino Police Officer of the Year”. In the same year, Carlos’ volunteer work was recognized by STAR/PAL when they named him as their “Volunteer of the Year”. Carlos currently oversees STAR/PAL’s Shop with A Cop, Christmas Toy Drive, Teen L.E.A.P., Soccer Clinic’s, Outdoor Excursions, Surf Camp and the KIDZWATCH Safety Academy. During his time off, Carlos likes to travel with his family exposing his kids to different cultures and everything the world has to offer. Catina Soto - Administrative Assistant
Catina Soto is STAR/PAL’s Administrative Assistant for the organization. Catina has worked as a civilian for the San Diego Police Department since February, 2008. Prior to coming to STAR/PAL, she worked in the Teletype unit in the Records Department within SDPD, working as a Police Records Clerk and assisting officers. Catina has now joined STAR/PAL to provide administrative support for the organization and work directly with the City Heights community.
