Chandani Flinn
Chandani Flinn - Executive Director

Chandani Flinn came on board as STAR/PAL's Executive Director in February, 2005. Chandani graduated with Honors from UC Berkeley in 1993 with a Double Major in Legal Studies and Political Economy as well as a Minor in Rhetoric. In 1997, she received a law degree from the UC Hastings School of Law. Chandani comes to STAR/PAL after seven years of prosecutorial experience as a Deputy City Attorney in San Diego. For five years, Chandani served as the Mid-City Neighborhood Prosecutor, during which time she was awarded the "San Diego County Peacemaker Award" as well as named "Prosecutor of the Year," and subsequently selected as one of San Diego Metropolitan Magazine's "40 Under 40." Chandani greatly enjoys traveling, visiting with family, learning about wildlife, watching movies, exercising, and having fun with friends. Claire O'Leary
Claire O'Leary - Program Partnership & Resource Coordinator

Claire O'Leary joined STAR/PAL as the Program Partnership & Resource Coordinator in May of 2012. Raised in San Diego, Claire comes from a background in athletics having worked for the San Diego State Athletic Department as a Marketing & Development Coordinator. She played lacrosse at Santa Clara University and graduated Magna Cum Laude in 2010 with a Double Major in Communication and Spanish, as well as a Minor in Religious Studies. Claire has also been a beach lifeguard in the City of Del Mar since May, 2006 and is a certified EMT. She is an avid S.C.U.B.A. diver and spends most of her free time enjoying the outdoors by hiking, running, and swimming.

Aalke Heuvelman
Aalke Heuvelman - Grants Administrator

Aalke Heuvelman is the Grants Administrator at STAR/PAL at our facility overseeing onsite programs, partnerships and volunteers. She originally is from the Netherlands and moved to the United States to pursue a college degree. While at San Diego State University, she was an active member of the San Diego State International Community. She also graduated with honors with a Bachelor's Degree in Communications, with an emphasis in advertising and a minor in Spanish. In her free time she likes to spend time with friends and family. San Diego Police Sergeant Patti Clayton
Patti Clayton - Director of Operations

STAR/PAL would like to welcome back San Diego Police Sergeant Patti Clayton as the organization's Director of Operations overseeing law enforcement Program Directors at STAR/PAL and other operational needs. Sergeant Clayton has been with the San Diego Police Department since 1991 and has worked a variety of assignments throughout her career, including: Border Crime Suppression Team-Southern Division, Domestic Violence Unit, Mid-City Patrol and Narcotics Team 10, Multi-Cultural Community Relations, Southeastern Division Patrol and Northern Division Patrol. Heather Rios - Program Coordinator

STAR/PAL Probation Officer Heather Rios joined the team in December 2012. Heather has worked for the County of San Diego Probation Department for 14 years and has been named "Employee of the Month" more than 7 times. Heather is currently enrolled at National University and will graduate this year with a Bachelor Degree in Criminal Justice. Heather is one of the original officers in the YOU (Youthful Offender Unit) Program and is a trainer for the County's probation officer new hires. Carlos Amezcua
Carlos Amezcua - Program Coordinator

Carlos has been a police officer with the San Diego Police Department since 1996 and is currently a STAR/PAL Program Coordinator. Prior to joining the police department, Carlos worked two years for the San Diego Sheriff's Department as a Correctional Deputy. Since joining the police department he has been assigned to the Crime Suppression Team and the Juvenile Services Team. He was a D.A.R.E. instructor and one of a few officers teaching the Elementary School Safety Program in Spanish. Carlos has dedicated his career to improving the quality of life of the children in the County of San Diego. His work in the community was recognized by the National Latino Police Officer's Association in 2005 when they named him "Latino Police Officer of the Year". In the same year, Carlos' volunteer work was recognized by STAR/PAL when they named him as their "Volunteer of the Year". Carlos currently oversees STAR/PAL's Shop with A Cop, Christmas Toy Drive, Teen L.E.A.P., Soccer Clinic's, Outdoor Excursions, Surf Camp and the KIDZWATCH Safety Academy. Edwin Garrette
Edwin Garrette - Program Coordinator

Edwin has been with the San Diego Police Department since 1999 and is currently a STAR/PAL Program Coordinator. He was previously a member of the SWAT team for three years and worked Juvenile Services for a year within the department before coming to STAR/PAL. Prior to working for the San Diego Police Department he spent two years working as a Juvenile Probation Officer with the San Diego County Probation Department. Tom Miller
Tom Miller - Program Coordinator

Tom has been with the San Diego Police Department since 1986 and is currently a STAR/PAL Program Coordinator. He has worked several assignments within the department such as: Special Enforcement Division, Tac Bikes, DARE, and Juvenile Services. Tom is currently working on getting his Bachelor Degree in Criminal Justice after transferring from MiramarCollege. Tom oversees STAR/PAL's Deep-Sea Fishing Trips, Chargers Junior Training Camps, KIDZWATCH Academies, Padres Rookie Clinics and Summer Baseball/Softball Leagues. Denise Mills
Denise Mills - Program Coordinator

Since joining the San Diego Police Department in 2000, Denise has had several assignments including Southeastern Patrol, Vice, Juvenile Services, and as an Acting Detective. Passionate about juvenile delinquency prevention, Denise is excited to focus her energies on youth programming. Among her other duties, Denise has been busy assisting with STAR/PAL's Holiday Toy Drive, Youth Center activities, our mentoring program at Ibarra Elementary School, the GirL-E (Leadership & Empowerment) program, as well as with STAR/PAL's new "diversion" efforts to work with youth offenders who have been involved in low level offenses. Portia Dawson
Portia Dawson - Community Outreach Coordinator

Portia Dawson is our Community Outreach Coordinator. A native of Ohio and a mother of two adult daughters, Portia is no stranger to STAR/PAL or our mentoring program, as she was a volunteer mentor. Portia has previous work experience in the area of community based mental health treatment as well as with the Calif. Dept. of Corrections & Rehabilitation. Catina Soto
Catina Soto - Office Manager

Catina Soto is STAR/PAL's Administrative Assistant for the organization. Catina has worked as a civilian for the San Diego Police Department since February, 2008. Prior to coming to STAR/PAL, she worked in the Teletype unit in the Records Department within SDPD, working as a Police Records Clerk and assisting officers. Catina has now joined STAR/PAL to provide administrative support for the organization and work directly with the City Heights community.
